
The Federal Communications Commission (FCC) rejected two of Google's conditions for matching a $4.6 billion reserve price for a 700MHZ license.
Basically Google (GOOG) said it would match the $4.6 billion reserve if these four conditions were met: Customers can use any device, customer can use any software, licensee required to sell access to network on wholesale basis and physical access to infrastructure.
The first two were accepted by the FCC, while the last two were rejected.
How the sale will be broken down is 62MHZ will be auctioned off, of that, 22MHZ will be be under the "open access" rules. The plan for 10MHZ to be used for a national public safety network will also part of the overall package. The hope with the latter is it will solve some of the communication problems discovered during
the September 11, 2001 attacks.
The 10MHZ network will be shared between public safety agencies and a commercial operator.
The final document containing the rules should be the determining factor in who will commit ultimately the billions of dollars to develop wireless networks.
