Before I get into the answer to that question, there are several things that must be considered.

First and foremost you need to have a product or service of your own.

Second, your website must be able to convert the visitors you attract into customers.

Third, you need a follow-up system in place that will steadily, consistently grow your opt-in list.

Remember that the topic I’m talking about is ‘traffic building.’ I know that you can join some program, even without a website, to get your feet wet and make a few bucks, but that’s not the issue at hand. We want to build a business that gives you increasing traffic and profits.a
Of course the strategy I’m about to talk about works from startups to the more mature internet marketers, that’s why they’re successful. At one time or another they did what I’m about to tell you.

But the great majority of small business owners have only a limited amount of cash and time to work with, so they must answer only one question in this area:

Which one strategy will fit the need that I have concerning the above issues of cash and time?

There are a number of strategies that eventually need to be utilized at one time or another like search engines, Pay Per Click (PPC), blogs, article marketing among others.

But the one I am going to talk about, from my experience and the experience of my colleagues I talk to, outperforms all of the above combined. And that strategy is to start an affiliate program and seek out JV partners and work deals. This is by far the most valuable, longest lasting approach for growing traffic and sales at your website.
